There are a multitude of programs that will let you play music with a keyboard (either a computer one or a music one). I, for one, use Psycle, from http://sourceforge.net/projects/psycle/.. It supports VST, which is the defacto standard for virtual synthesizer modules.
Also, you might want to look at a MIDI creation studio, which lets you plug in the notes and generate a MIDI file from the inputted notes. Finale is pretty good, but it costs money, and I don't know of any other free ones for Windows. Linux has several free ones.

Reading piano notes isn't the issue. Transposing it on the fly if you don't have midi files is if you aren't used to it.
Piano arrangements often rely on the second hand to support the melody. Simply playing the first hand sounds lame more often than not. Chords can't be reproduced on most instruments other then pianos.
To get a decent sounding arrangement from a piano arrangement requires a lot of work. You only safe the time to figure out the melody...

1. Procure a piano (preferably a digital keyboard with weighted keys). Or if you're lucky, buy a real piano at a garage sale. It'll have to be tuned though.
2. Learn how to read sheet music (treble clef, bass clef, the position of middle C, sharps, flats) and other extremely basic music theory. May want a teacher for this stage.
3. Start playing music. Practice one hand slowly until you get good at it. Practice the other hand in the same way. Play with both hands at the same time.
4. Profit. If you're self-taught, your posture may be wrong and stunt the ability to play more difficult pieces. Sadly this prevents me from playing some of the harder Touhou music.

I've only tried a few Touhou songs, but the easiest one I've encountered is Doll Maker of Bucresti. The first eight bars are extremely easy. The next sixteen are fairly easy. Might not be completely /jp/-related, but here's a transcription I did of one of the piano pieces from the first .hack game series. It's pretty crude since I made it for mostly for myself to practice with, and don't have a lot of the sudden tempo changes that occur in the original.

Also, the easiest way to play the arpeggios is just to divide them up as I have with the slurs, crossing over the left hand to play those single melody notes.

It's not actually that hard, since the arppegios are all fairly natural and are pretty much one-octave per hand if you divide them up as I did. The constantly changing meters might look intimidating, but I was doing that to better show the internal phrasing a bit. And it's really a piece that you feel more than play technically, so you can probably get away with a lot of rubato throughout.
