Maybe. It's one of the more simple costumes, at least.
Blouse, bloomers, cape.. really the main pieces you need to worry about. And a wig + antennae, obviously.
I still say don't do it, though. Wriggle is a girl. I've never seen a girl cosplay her and it's a little sad to me.

I think using shorts rather than bloomers would be easiest. Bloomers are pretty hard to find.
