Why is the glans considered to be something censored in Japan? They show the full penis, the head of the penis (usually ejaculating semen) and balls but censors insist on a slender bar across the glans.

The glans IS the head of the penis. what is censored is the ridge that marks where the shaft ends and the glans begins.

Very technical definition of what is genitalia.
If it's a shaft of flesh with no orifice, then it's not a penis.
If it's fold of flesh with no differentiable clitoris or actual orifice, then it's not a vagina.
