That's how I figured it worked as well.

I always thought ZUN just did the writing and final checks, with occassional guidance here and there, but art is pretty much up to the artist. And I'm not too sure how strict ZUN is when it comes to portraying the clothing of the Touhous, I always figured he was lenient as shit when it came to it.
