Actually you're right, there no oxygen to ignite the gunpowder in the bullet, but you can use something else for the combustion process since theres no air or gravity resistance to the bullet you can fire it at a lower velocity.

Something like a rapid fire crossbow would work wonders.

Well Railgun would work but they require to much energy and arent small enough, but a compressed air gun would work too since the exit velocity is much much higher in the vacuum of space.

And in either case, whenever the lunarians get serious they break out the magic anyway. A particularly powerful weapon, since modern humans - not believing in magic - generally pass it off as a stroke of bad luck. No matter how strategically suspicious.
