the whole point and humor of the situation was that the pity hobo is actually the one that wants to keep being a shithead. She joins Tenshi entirely to cause more trouble. Joon actually has to deal with the entire mess they made so its unsurprising that she doesn't want to keep fucking up Gensokyo and attracting the attention of gap hag

I'd much rather Joon develop as a character than just being another stagnant brat in a cast full of them. Joining the temple also gives her more characters to bounce off of since she would have just been forgotten with Shion joining Tenshi.
