Seriously though, bullying in Japan mostly works by isolating a person from the rest of society. They're extreme conformists and if anyone is unable to conform, they fall behind. This is why in Western society, an introvert can just be someone who goes about their lives without that much socialization, while in Japan, they turn into hikkis and NEETs.

How the hell would you achieve this? Well.. The problem is that you're the outsider. You're only one person, and you're significantly different from everyone else by being a dirty gaijin. People are not likely at all to let you change their perception of others. So, you have to manipulate the situation a little. Either make it seem like you're not involved at all, or make it seem like the opposition to the victim is widely accepted (or both). The former is a little easier, and can for example be done through blackmailing. Find something to threaten her reputation with, and then proceed to slowly make her do things worse for her reputation, falling further into the trap. Just an example, though. The latter is a little harder to achieve and I can't think of any realistic examples, but you might want to think of stuff like making her friends turn against her. The less loyal friends she has, the more vulnerable she is.
