We can be idealistic, but that's not how it works.
Once the Youkai reveal themselves to the modern world a global international panic is sure to follow. The weapons nations use to defend themselves, armies, machines, nuclear deterrents are all but useless against creatures that chose not to obey the natural laws of science. The only option left to defend against this new threat is to take it for themselves, black-bag kidnapping operations for study and research but more likely to weaponise them for the nation's own secret needs.

ZUNsokyo is filled with deus ex and godmode, about the only person anyone could lay a finger on would be that faggot umbrella.

The only way I could possibly see it happening would be to make the Touhou characters the bad guys. Satori would make the best totalitarian / big brother figure ever, and Youkai love soylent green. Resistance leader Keine hiding orphaned humans would be my battle hardened waifu ;_;
