It's about the budget, I guess. A good live action movie is quite expensive with filming licenses for outdoor locations, tons of equipment that has to be maintained, stored, etc. and so on. I guess, animation is less expensive.
Also, live action dramas are being sold to tv-stations after they've been produced (probably episode by episode), while American TV-shows are being commissioned and funded by the broadcasting organisations for whole seasons after only one produced pilot episode. Therefore, Japanese studios have to keep an eye on finances much more than American, network-owned studios.

As for video games: Most of the good Japanese video games are good because they have a good story.
Only few have a state of the art graphics. Probably also because only few studios have the funds to license / develop an engine, that's top-notch.

Japan has never had much of a flair for live-action films. Originally, "movie producers" wanted to produce live action films, but only America was able to pull it off, having the huge industry that was already established there.

Japanese artists were intrigued with many American styles of art, specifically those of Betty Boop and various Disney characters to eventually create the style that would become modern-day anime. The first full-length anime film was, appropriately, a movie about cartoon animals. (Momotaro's Divine Sea Warriors).

While Disney essentially owned the U.S. market in animated films, many different "companies" in Japan strived for a top spot. Around this time, the genre of fighting robots (Mecha) appeared, and became a huge hit.

TL;DR: Japan has anime (which they got from us), we have huge-budget live action films.

-Japan wanted to emulate America's style of live-action films, was unable to fund these ventures.
-Japan learned about animated film industry, and used Disney characters and other animated pop-culture icons in both Japan and America as models to start making their own films.
-The animated film industry in America took longer to get "decent" than it took Japan to get famous for, because Disney basically monopolized the U.S. market, while Japan still lacked a monopolizing force.

When you look at the top developers of Japan(Square, Capcom, Namco, Konami) they've always put out games that push the hardware of consoles. Metal Gear Solid 4 and Resident Evil 5 look better than anything I've played. Western or Japanese.
