For the movable mouth, I wonder if it's possible to make a base shell then cover it with a silicone/latex mask. That way you could maintain the anime head shape quite allowing the mask to be somewhat movable. I have no idea if it would look good in practice though.

Anybody here who isn't a massive weeb? I like japanese culture in general I watch anime and read manga, but I'm pretty casual most of the time and I haven't watched/read anything in a long time. I asking this because I want to do kig but honestly don't know who I want to cosplay, when I see pics on /kcs/, I don't get the references a lot of the time as most kigs are niche moeshit, but at the same time there are few shounen/seinen kigs. I think it's because "moe" characters are still highly popular, making it easier to find a suitable maker (after all, they all have a similar face shape) and plenty of cosplay choices.
