Are there any Touhous that are Lawful Evil? It seems all the other spots are covered ranging from Yamaxanadu for Lawful Good and Flandre for Chaotic Evil but no Touhou really fucks shit up for the sake of building an empire.

Just going from what I've gathered from the games and the little official material that's been translated.

For Youmu, that she's Lawful seems to be a given, but to explain that I'd attribute it to her duty to serve Yuyuko in whatever way is needed. For the Evil part, I was going off of the fact that she and other servants of Yuyuko were willing to harm others by prolonging the winter for the whim of their master in PCB to be an act of Evil. Other than that, I'd rate her as Lawful Neutral.

Similar reasons for Sakuya (Lawful to Remilia and Evil in that she's willing to harvest blood in a way I presume to be involuntary. If I'm wrong about the involuntary part, then Lawful Neutral again.)

Well Okuu does have some kind of higher duty thing going on what with working the hellfires and punishing sinners (there just aren't any anymore). She also wanted to conquer the surface for the specific reason of turning it into more hell.
