Kogasa is just the umbrella. The Little girl is there just because That's what touhou is known for - little girls.

This also explains why Medicine had that doll floating over her shoulder showing the same expressions in PoFV. She's really just the little doll, be the player sees the human girl standing next to her because the human girl is what every came to see.

Now Imagine Ran, Chen, Mystia, etc in what their typical youkai form would look like instead of the little girls they appear as to us. Way more than the 15% cap, I imagine.

Most touhous are anthropomorphications of actual Japanese youkai. Kogasa happens to be an anthropomorphication of a ghost umbrella. It's no different than, say, Nitori. Go look up kappa on google image search or something. They are not as cute as touhou would lead you to believe.
