It's a very common house rule. In japanese mahjong there is lots of room for optional rules, and tenhou has its fair share of these, for example disallowing renhou/no ron on closed kan of the wait for kokushi, etc. You can't please everyone.

So yeah if you chi 2 or 5 with a 34, you can't cut the 2 or 5 in your hand that very turn.

One more thing to add. When you see someone declare riichi, play it safe if your hand is shitty ie far away from tenpai. See what tiles that guy previously discarded. All those tiles are safe tiles. Also tiles that other players discarded that he didn't ron on is considered safe tiles.
