No, she's the Judge Dredd of Gensokyo's afterlife, difference is she shouldn't have too much power over you during life, but Sikieiki being the way she is (like Judge Dredd in a sense) she goes out of her way to lecture people she meets even if they are still living in the hope they'll mend their ways.

Like any Touhou this means beating the shit out of them.

Yamaxanadu is a social commentary about justice. Her authority is derived not from a moral bastion, but from her own bias. She also represents how justice and law must be administered, by using pure force. It is the only universal fact that all living things understand. From dogs fighting for dominance to humans going on an imperialistic rampage, force is the only thing we all understand.
