Youkai are manifestations of the human imagination, mythological creatures thought up by the locals through storytelling. They take on human forms because that's what we think supernatural beings would look like, though there's nothing saying they would look like anything we'd ever see on this Earth. In a sense, Youkai are real, made real by the collective imaginations of the entire touhou fandom.
