While Arcueid has the strength of 4 Servants, I remember reading a scene in hollow where Gil was the equivalent of 5 Servants + a.

A. In the definition of Arcueid's strength, there's this thing where "her output can be changed in accordance with her opponent". As an absolute order taken from her backup, the planet, she is only allowed an output that is slightly stronger than her opponent. So, single entity ability of Arc to a Servant is roughly the same.
Servants use their respective Noble Phantasms while Arc uses her unlimited backup to fight, and differences occur depending on affinity. A simple-is-best Arc is an all rounder, and so generally her chances of winning are only high, but there are those opponents that she just has helplessly awful compatability with.
For example, in cases where even if the guy's stats are about the same as Arc, he has a ridiculously large number of weapons,and with high versatility. As the amount Arc is allowed to take out is based on "unit ability", against types like Gil-sama, well, you see?

Eh, I always thought "Now If I were Shiki/Shirou in this situation what would I do?" I never once thought "what would I, myself, choose in this situation?". There were some more logical ones like "wait and see what Roa does", and then there were ones like "Run in and save Saber from Berserker!"

Actually I guess most of the hair brained decisions are on the Shirou side of things, Shiki was USUALLY more level headed.

Hell, even assuming F/sn's Gilgamesh was real, I'd much rather him stop fucking everything up and actually execute his plans. From what I understand of his reasoning, only those who are not worthy of life would be at risk of dying. If I turned out to be unworthy, I would have no problems with death. If I was deemed worthy... well, what's the problem?

Of course, there's no way to guarantee that I would agree with his assessment, but he doesn't seem to be an unreasonable guy. He's a little excitable, sure, but his flaw is that he's too hesitant, not that he's too hasty. I'm sure we'd be able to discuss it to satisfaction before he'd act on any assessments.

Gil would probably end up taking Arc seriously. I imagine, being a servant and having lived in the real world for 10 years that he knows at least what vampires are and how powerful they can be, I assume this as Kotomine was his master for a long time and is in the same organisation as Ciel, so I imagine he had some working knowlege.

Gil also isnt obsessed/infratuated with Arc like he was with Saber, so i imagine that he would serious the fuck up much quicker than when he was against Saber. Also Gil has Ea, which is an anit-world Noble Phantasm. If we take that at face value, it can possibly destroy the planet, so he could direct his attack at where Arc draws her power like Shiki did in Ciels route (i know he isnt denying its existance, but a direct hit from a fully charged Ea would fuck the area up alot.

However beyond that, i still wuldnt know who'd win. Im just saying that i dont think Gil being cocky would be an issue in this fight and that he has a weapon probably strong enough to hurt Arc.

Arc after being softened up by Shiki is pretty much a push-over by Nasu standards. That said she becomes an equal mach for a Servant like Gil. That said, her incompatibility makes this a losing battle though not one that can't be turned around.
If we talk about Warcueid however the situation becomes reversed since she regains some of what she lost. Shes no god so Gil would have tough time dealing her sort of being.
Lastly Crimson Moon would mop the floor with him.
