It's not that easy. Plenty of characters get reoccuring appearances and yet don't get popular (Ichirin has been in the fighting games since HM).
One of the (many) ingredients for a positive reception is that the appearance needs to be compelling. Koishi's character gets explored and is the indirect cause of the incident in HM? She gets 3rd. Koishi gets a cool urban legend in ULiL? She gets 1st.
Nobody cares if Koishi gets paired with Marisa while doing nothing in AoCF. "Being friends with Marisa" isn't an interesting trait, as Marisa is friends with pretty much everyone.
Which is the same reason why Narumi could never take off solely through her IN callback: if you want to pair Marisa with a fellow magician, you ALREADY have Alice and Patchouli (who have a long history of being paired with Marisa) or even Byakuren. Nobody is going to pick Narumi.

He isn't. While Youmu generally is on the simpler side due to being straightforward she also has an interesting, curious relationship with Yuyuko as well as having a traceable logic to her actions. She isn't just a dumby or something. She's definitely not a "smart" character, but more importantly since she was very young she had to deal with Youki, who allegedly rarely spoke straight, Yuyuko who barely ever talks sense, and Yukari who is even worse. There are many examples you can find of her honestly attempting to understand all three, but they're all so bizarre she basically eventually gives up. Yuyuko and Yukari also both chastise her whenever she tries to tackles one of their riddle-lessons and can't fully comprehend it.

There's some depth. A huge amount of her appeal is in her interactions. The reason she's called a dork so often is since even canonically people make fun of just how overly serious she can be. Basically the appeal of Youmu is that she's amusing. That she's also fairly cool is a nice bonus/.

I just pointed out that other characters have similar exposure and fan material. I'm not denying that there could be a correlation between exposure/fan material and popularity. How much exposure does Youmu have relative to other characters? How much fan material? And they really fucking cared about another character last month and they'll really fucking care about some other character the month after that. Honestly, it was not nearly as bad with Youmu this year as with Koishi a few years ago.
