I'd say Saber and Rin, even though Saber Alter is a fucking tank she has no luck and her magical resistance is really low. Not to mention that Rin is a better strategist than her younger sister is, despite failing at the worse possible time.

However, I'd say Rin and Saber together would have pretty much won the Grail War.

Hell, if Archer wasn't all about post-mortem suicide, he and Rin would have won the war together.

Saber is for sure the "strongest servant". Because she must win, or else, she repop in the next grail war because of her special case.

I see an other great servant: Lancelot (Berserker from F/Zero) He can materialize his army lol. His flaws; a poor master.
