Hipster douchebags who put the appearance of being artistic over making good music? Yes, I'd say a bunch of people who actually focus on making music do make better music.

Hell, even J-pop is often better; focuses on having catchy melodies and often has some nifty basslines.

I'm a metalfag normally though.

Japanese video game music composers are pretty hardcore. Most are classically trained professionals, and some composers have been making music for decades. They also tend to do music for a variety of things too (such as films, TV shows, and pop music) and not only just video games.

So yeah, it's quite likely that their music is better than most indie music broskies. It really isn't even a fair comparison.
