The name is Ebisu Bridge, as in the kami of fishermen, luck and wealth - very fitting for Osaka and that area.
The camera is very low, which is super cool. It is 12pm and there are basically no people.
The camera is coming from somewhere around that screen on the left (on the other side from the starbucks). In the description it says "irregular broadcast". Hopefully it actually remains for long enough so that I can get on it, but I am having the feeling it won't.

Do Japan have any of the "I need this much money to buy a ticket to go back home" people? It is not begging in its purest form, but I do know in general begging is viewed very negatively there. By the homeless/poor themselves. I don't know, maybe it is really a religious thing, though it seems like a weird method to attempt to recruit people, especially in Japan. Most people just went by her or listened to her for 5 seconds and fucked off. But I guess it can't be much more than money or religion. They didn't seem like advertising some club, but maybe a more illegal kind of prostitution.

Sounds likely, probably for a sale or some other shopping event. Pamphlets and flyers are pretty common advertising in Japan, for literally everything. I've gotten pamphlets for a nearby art gallery in Akiba, seen people handing out flyers for different clubs, restaurants, and maid cafes all over, seen shop workers handing them out for big sales and other store events, and seen monks and Falun Gong handing them out in front of major train stations.

Depending on the time, you may have been able to get a ticket for the Sunrise Express back to Tokyo. It stops in Osaka on the way back north to Tokyo. I had the same thing happen to me in the opposite direction. Missed the last Nozomi, and the only later departing trains in the Osaka direction stopped at Nagoya for the night. Sunrise was still an option, albeit I would overshoot Osaka and get off at Himeji, but I was back at my hotel by 7 AM after getting to sleep in a decent bed and with the swaying of the carriage to lull me to sleep.

Pretty par the course in most East Asian cities (besides Tokyo, Seoul in my experience) once the last train closes.
Some conbini open (used to be more), some bars, and if you're getting around it is either bike or taxi/rideshare.

The woman from yesterday is maybe back. Looks a lot like her, but I am not 100% sure. She stands around, twitching erratically, looking around and then suddenly jumps forward towards a random woman, gets very close, maybe says something who knows, and then just moves back as the passerby passes her by. Someone who's lived there longer can give a better answer, but in my experience:
By train: A few hours on most routes, under an hour on HSR.
By car: wholly dependent on time of day, but generally a few hours as well. Quicker than train at night and low-traffic hours, slower during rush hours. Getting stuck in Tokyo rush hour are some of my least favorite memories.

Eh, true for most places really, though individualism promotes personality creation as an inherently good thing, so people are more likely to make themselves stick out, even in situations where it is not called for. I will agree that the more collective nature of East Asian society and expression is more of a limit on the effective value of having "personality," though.

People in Japan appear to have a flatter personality because we generally get the formal barrier when interacting with them directly, many cultural nuances used to express oneself appear are lost in translation, so you just get literal/practical information unless someone with a sense of it translates it effectively. I know some doujin-reading-tier Japanese, but even with that many of the stock phrases in Japanese have a sense of sameness to me that is evidently not shared by native speakers.

Unless one lives in a literal tribe where one constantly exposed to people in the same group from birth, where few secrets can be kept, and where the ideas and stances of outsiders is not even considered, most people will develop some sense of self that promotes unique personal expression.

It's like that everywhere in the world. Out of sight, out of mind. Only time something major happens is if there's no way to hide it from public view, and even then they often go down the "vague but efficient-sounding" path and hope that everyone will eventually forget about it. Haven't actually been watching much in the last two weeks, was busy with other stuff.
The picture from the post above is from before your picture was taken, I am guessing (did some searching on the stream timeline until I found it). As you can see the girl in there has no black stockings. At some point she disappears and later she appears with black stockings on.
While she was gone another girl appear, possible the one I have seen before. The one with the ripped jeans remained. You can see them both at the bottom left on the pic of this post. The other girl with not ripped jeans and a white tshirt is who I think I saw before. I base this only on the jeans alone, though. They both physically seem like could be her. Very likely at least one of them is her for sure.
And as I said the girl in black reappeared in stockings later.

The number of homeless is very, very small. It is not fucking California. And homeless women basically don't exist. They also do have active programs that help them get back into society and get a job, including a temporary (for several months) place to sleep and shower. There is quite literally one evader on this board who will religiously bump every other thread to drive threads about Japan to page 10, and then make a new OP to kill them off, as retribution for the mods deleting his idol spam:

It is all very tiring, since he dedicates his life to effectively punishing the whole board for not bending to his will.

THE GITHUB FEATURE UPDATE
I added tags/filters. It requires javascript, but I also added non-javascript version. Though maybe just allow javascript for that one page, you can check the 10 lines of code to see it is not going to steal your information.
Also currently the javascript has a "bug", that I will have to figure out. It excludes the dead stream entries as it should, but it doesn't show them when you click on the dead filter. Maybe if someone understands simple coding can figure out this one for me.
So far I haven't added new entries, but I have added some new pictures to old entries, the Kanazawa channel and the first two train stations, because I only focused on them before and didn't showcase the other local cameras.
Soon I will start going through the last year-year and a half of threads and adding non-dead cameras.
You can help by posting nice screenshots and links to cameras you want added.

Also I had done a lousy job tagging which streams have sound. Originally I listed only one as such, but there were several more.
Please tell me if you see any missing tags or badly put one. I guess the Traffic one might be the most inconstant one so far as there are clearly in it some streams with not much traffic compared to to the rest included in the tag.
