Well, I just tried it with Japanese locale too and it gave me the same error. Given the error message, I'm guessing it is related to 64-bit OS. I'll try running it in a XP 32 VM.

Oh god. Applocale socks. If you are into playing VNs, for the love of god, just set your location and non-unicode settings to Japanese and never worry about shit not working again. Even Vista.

Unfortunately, some installation tools which are normally in English (specifically, nVidia stuff) and some tools (again, nVidia) will default to Japanese if that is your default non-unicode setting, plus "\" will show up as a yen symbol. Kinda weird.
