Youkai don't eat humans anymore, period. Attacking them is a social custom rather more than anything. This, and their existence depends on humans fearing them - but that is actually the reason humans are under protection in Gensokyo - without them, all but the strongest youkai would probably just dissapear.

Technically, if any of us would ever find themselves in Gensokyo, he may actually get eaten if some youkai decides they're outsiders and therefore protecting their existence isn't crucial in maintaining Gensokyo's balance. If said youkai bothers to do it, that is. Most of the small fries we know aren't even really interested (Rumia thinks of it as a bother, Wriggle will only attack you if you do something bad to insects, etc...).
