-japan does not have gundams

Probably South Korea, they've been working on their military readiness because they always fear the threat of the North invading. Japan hasn't really been on alert to the same extent.

South Korea. Why?
The SK military more involved in conflict in their land. The SK and North Korea are still war and make their combat readiness and experience more challenged than the JSDF. The SK military industries also has more productivity and innovation than Japan military industries (Usually the product is US copy-pasta). One more thing, The SK also send a division in Vietnam, Iraq etc..
