The only things Saber has that can compete with Arc are Excalibur beamspam and Avalon; both of which require massive amounts of energy to use. Arc is capable of doing similar feats of strength repeatedly without needing as much rest.

It may have been established before the conception of the Nasuverse was born, but Ado Edem and Notes overall have to have some form of canon, it's where the 8 Aristotles originate from. If we're to accept ORT (Type-Mercury), then everything in Notes has to fit somewhere in the Nasuverse. "When" will probably require some retconning, but regardless it still has some importance.
