i guess its just about "era" where touhou is kinda based, most of touhous wear old/ancient hats of various areas of earth.
then again not sure if mobcaps were used same time when eboshis historically.

Because he really liked a manga about magic battle maids called Sarai back in the late 90's and early 2000's. Here is a purple haired character with a mob cap called Patchouli Seal (パチュリーシール), keep in mind this manga predates EoSD by four years.
