Actually, that's an interesting idea... Not Sakuya, but has there ever been any serious theory the Ripper may have been a woman?
Think about it.

All witness reports of a male suspect are conflicting - the closest thing to a consistent image is the "sailor" theory.
All victims were 19th century prostitutes, and so would've been used to an environment where not a lot of men were involved outside the line of work. A woman would perhaps not have been considered as suspicious by her victims.
The Ripper was never caught in the act (although once disturbed), and so would've been likely to be previously familiar with the environment. The final victim was murdered indoors; while speculation, she may have known and trusted the killer.
Slitting the throat is a way of killing that is not very dependent on physical strength, but rather requires a lot of subtlety and deception. It is also quick, allowing the killer plenty of time to take trophies or carry out mutilation.

Read more of the backstory. Gensokyo overall has a late-1800s-pre-industrial-revolution level of technology (similar to what Japan had around the time Gensokyo was closed off). Kanako knows reasonably well what fission is, and what she doesn't know the Kappa do know, so she doesn't have to worry too much about specifics.

The Kappa are ahead of everyone else in Gensokyo technologically and Kanako is basically playing a big game of Civilization and trying to leapfrog a whole bunch of technologies by cheating.
