Shikieiki would be better as "Judgment" than "Justice", as she represents the true final Judgment of God.
Reimu would be better for "Justice", and "The World" should be something like a Dragon or just the totality of Gensokyo.
"The Fool" would be better likened to Marisa than Suika. "The Magician" would be Alice, as it describes a considerably more serious person than Marisa.

I see Alice as the Hermit more than Patchouli as she doesn't focus entirely on spellcraft (plus, she lives in the middle of the forest to avoid people in general).

Make Alice the Hermit, Patchouli the Magician and Marisa the Fool, along with what you've already mentioned, and I'd be satisfied.

I'll admit that I don't know much about tarot cards. However, Yuka may be powerful, but I don't see her having the drive of The Chariot, which I gather to be an important part of the card. In contrast, Aya's role in Shoot the Bullet screams it.
