How did it become canon that China is always getting bullied? Are alot of Doujin artists trying to convey the suffering the Chinese nation went through because of the imperialistic aims of the various powers?

It means "not human". Youkai is a catch-all term for just about anything humanoid that's not human, be it fairies, phantoms (or are they the only exception?), vampires, etc. Then there's also things like Youkai Magicians (alice, patch), youkai rabbits (Tewi), etc

Yeah, but Hong pretty much strikes me quite the human character. I can understand Alice, since she was created by Shinki, but nothing about Hong seems even remotely inhuman. She doesn't even have special powers; she uses ki and martial arts, both which can be harnessed and mastered by humans.

What's inhuman about Patchouli? She uses magic like Marisa. Just because someone looks human doesn't mean they are human. Especially not in ZUN's world, where EVERYTHING looks like a little girl.

Not all, but some youkai magicians were born human and "transmuted" into youkai after certain conditions were met.
It's not impossible Hong Meiling may have been a human martial artist who achieved some form of enlightenment that doesn't belong among humans, ie. Eight Immortals style.

But that's just speculation.

Uhh what? A born magician IS A YOUKAI. Humans have to train to use magic, and by doing something can become a youkai Beats me as to how that works.

Humans can become youkai with time and effort.
Or at least that's what I like to believe. So Reimu can become a gap youkai, Marisa can become a magician youkai, Mima and Yukari were once human, etc.
Even if canon goes against it, I would stick to my version. Lots of interesting plotlines can be derived from it.
