So is Sakuya canonically a teenager or in her early 20s? Never really gave the age of 2hus much thought and never really assumed an age just by their appearance.

She says she's in her late teens so anywhere from 16-19

Because of her name , you can infer that she is 16 at best for simplicity and the little possibility that it could have been a case of "coincidences" since some used to like to make little happenings where a character had so many things in common with something specific that it was uncanny. I.E, She's 16, it was the 16th flowering night, her name means 16 but that's not her real name.
I don't see why you should care about ages beyond ranges. More evidence points towards her being in her late teens.
Given the climate of the internet and how they shit themselves over the smallest of details about fictional people, it's probably better off that no Touhou has a solidified age.
