While Gensokyo is edging closer and closer to all out danmaku war with the moon, freelance hatted youkai hunters have been outlawed and most hatted youkai hunters have either retired or are working for ZUN.

Gensokyo police are investigating the murder of human in the Forest of Magic. With the police having no leads, waki miko Hakurei Reimu decides to probe further. Discovering the body to be that of her fellow hatted youkai hunter Mima, Reimu believes she has discovered a plot to eliminate hatted youkai hunters, or 'hats', and sets about warning four of her retired comrades: Kirisame Marisa, another youkai hunter who had been her first partner; the superpowered and emotionally detached Yakumo Yukari and her sex slave Morichika Rinnosuke; and Izayoi Sakura, who had retired from youkai hunting life and amassed great wealth as a private maid.
