So the kappa society and tengu society are supposed to be pretty technologically advanced.

Are they living in skyscrapers or something while humans are still living in their traditional houses?

Disregarding canon, I like to think of the kappa and tengu living in a steampunk sort of society. And when it comes to technology, I like to think that they follow a more "How kickass can you make it?" mindset rather than a "How useful and efficient is this?" mindset. It's pretty clear that ZUN says that they have telephones and fax machines, but that's no fun for me. When they say that they have telephones, I imagine one of those extraordinarily old ones that require manual cranking. And when they say that the tengu can print stuff, I like to imagine them using presses during the time of the printer's devil, or maybe some very unreliable steam-powered presses.

Of course, some of the stuff in PMiSS clearly go against this idea, like how tengu are using "silent cameras" and such.

I highly doubt Aya would stop printing the paper even if no one read it. She puts it out for her own enjoyment, and besides, more people are bound to read that paper (what with it practically being the only news source in all of Gensokyo) than the amount of people that are going to even visit Reimu's run down old shrine in the middle of no where.

I could see Aya being so dedicated that she just does all the printing by press. Tengu are fast and powerful, so I wouldn't put it completely out there that Aya wouldn't at least be able to put out some newspapers. Even more if she had some help.

Compared to a printing press that uses the latin alphabet, I imagine a Japanese version would be much more cumbersome, trying to find the one kanji you need out of thousands.

If the camera that Aya uses is a rather sophisticated point and click system with normal film (as evidenced in StB), her camera is probably circa 1950s+. With that kind of technology, she should have something comparatively sophisticated in her printing.
