It's true. It's a meta scene, and they talk about the themes and purpose of each path. Fate and UBW are considered the front and back of the main theme, and HF is different. Also, Ilya tells you that her route got cut because HF was so long, which I guess just fuels the hate for poor Sakura ;_;

It's the epilogue of Tsukihime. Complete all the routes (all endings), and you get it.

If you don't complete all the routes anyway, you're doing something wrong.
