It literally holds TWO additonal comikets of it's own each year and still has a respectable presence on regular comikets.
Additionaly kids are still getting into franchise through nicodou culture ensuring that it will be popular/nostalgic for at least a few more generations.

Steadily doesn't necessarily mean fast or even at a respectable pace. The recline is slow and could cease or reverse at any time now. It's steady when you compare it with the crash that other popular Otaku franchises are experiencing due to the rise of virtual youtuber garbage. The younger generation that you mentioned also means that Touhou is set for a long time once they get older.
