Americans back in the day were so fucking lazy and untalented that they outsourced animation to the Japanese. The Japanese, having had to draw the cartoons you grew up on did something of their own and that became Anime and Manga many years later as the most dominant form of animated entertainment to this day.
In all likelyhood, Americans drew their mascot and had Nihonland do everything else.
