To be fair, recycling Theme of Eastern Story in non-title screen tracks feels lazy to me. It was fine the first time, then he kept doing it.

The better term for it is "recycle". The point is you made almost no effort in creating new music, just slap old samples then call it new.
That being said, ZUN have made tons of different music already. There are bound to be varrying degree of similiarity, intentional or not, and ZUN isn't the one that fuss over originality and variety that much, I think. He just makes what sounds good.
