The latter is probably cuter, but her whole deal is that she can't show emotion without using the masks, and during HM was shown to be completely incapable of having emotions that she doesn't have masks for, much less express them.
I'd imagine ZUN would opt for consistency over cuteness, particularly in this case. The closest thing we'll ever get to a canon voice for her (or anyone else for that matter) is if she shows up in the gacha game, anyway, so it's not like we'll ever know.

I like the one by Sound Holic, titled Polyhedra. Manages to carry on the emotion behind the original while still arranging it into a harsher and rawer style.
Feel the same way about their Little Princess arrangement. Even Demetori couldn't capture the same feeling that the original had, and although Sound Holic tweak it, you can still feel the impact that was in the original.

That's completely incorrect, it's obvious in the text as well. Although her face is blank, Kokoro is extremely emotional. Her face is expressionless because you need a face to wear a mask, so her face is the bare minimum requirement.

However she speaks bombastically, with flair, and she's extremely energetic. There's no reason whatsoever that her voice would be monotone. Most likely it is rather cute, though, given her speech patterns and how she's technically quite young. That said she can get extremely pissed off and has a strong sense of justice. All in all the whole point of Kokoro is a subversion of the dandere type. She looks like that, but in actuality she's bursting with emotion.

it is, expression refers to her face, and her emotion is referred to separately. The can only display the emotions of masks she has, yes, but because she has those masks there's literally no reason to believe her voice wouldn't represent emotion as well. They were concerned about her face in HM, not her voice. There's also the fact that she is an actor known for a style of theater known for loud exaggerated voices and expression (Noh).

Monotone voice would imply she has a difficulty actually expressing emotion, but she does not. She quite easily expresses emotion, just not emotions she is literally physically incapable of expressing due to not having the right mask.
