These guys have demons that can become limbs, Bazett turns Avenger into an arm, Shiki has Touko-made puppet arm.

Well, there is a limit to how creative you can get with abilities.
If he just tried for everyone to have powers and abilities/concept absolutely unique, you'd have a guy who'd be made of bees and attack with them.
Reusing an idea with different execution and effect is not a bad thing.
