That's not exactly true though, because we still see plenty of older Windows era characters in newer works. The main thing to consider here is that even characters we don't see much of at least get acknowledged by ZUN, where as with PC-98 characters most of them might as well not have even existed. Its like how when Strange Creators started all of the stuff looking back at previous works began with EoSD, kinda like pretending PC-98 never happened.

Pretty much every character from MoF onward made an appearance in GoU, as well as some characters from games before that. Cirno and Sakuya are playables, SDM in general still gets references now and then, Youmu is a playable, Yukari literally just played a major roll in a recent game and was a judge in GoU, Reisen is a playable, Eientei in general comes up alot, Komachi has been around frequently in WaHH, Eiki is referenced as recently as the WBaWC demo, Tenshi is pretty important in WaHH now, Sanae is still pretty important, Moriya Shrine in general comes up alot, Aya is a playable with her own games, Nitori appeared as recently as GoU, you see where im going with this right? And those are just notable ones that I just thought of on the spot. When you take printworks like AFiEU or GoU and game like ISC, VD, or AoCF in consideration you can see how older characters are still referenced and used to this day. Some play bigger roles, some play smaller rolls, and some barely come up but are still acknowledged. The point I was making is that older Windows characters are in fact still referenced plenty where as PC-98 literally goes ignored, as if ZUN doesn't want to remember that those game exist. Also its worth pointing out that anyone saying he uses his newer characters more is super wrong. Just in HSiFS alone Nemuno, Narumi, Mai and Satano have gotten fuck all in term of development and the development that Eternity, Aunn and Okina got was pretty minimal.

In the PC-98 days when ZUN was a lot more liberal with cross-media references, it's clear he did reuse melodies from certain games he liked. But from EoSD onward when he decided to make Touhou a more personal endeavor and because of that, I don't think he intentionally plucks obscure video game music to place in his compositions. I find it's more likely that he on occasion subconsciously channels songs he's heard before. Unless they're clear references off the bat like Remilia's theme.

Everyone already knows Doraemon and Multi from To Heart (+Ruukuto, a parody of Multi) appear in PoDD so I won't go there. But I will go to Yumemi. Her name, part of her story and her design is based on Yumimi from Yumimi Mix. Yumimi is a high schooler that travels through dimensions when she gets a strange power. She appears in the first picture. Yumemi is also based on Sayori Okajima, a dimension-hopping scientist, from "Sayori na Parallel" (2nd image). Her name is also based on Marian Ekazaki (not pictured), a girl with red hair and a braid, from Takemoto's "Apple Paradise". Yumimi+Okajima+Ekazaki = Yumemi Okazaki (Okazaki is also the surname of a duo of famous scientists who discovered the Okazaki fragment). He created a space/time machine and has a habit of naming his inventions after fruit and vegetables, but he most often uses "Strawberry" in his invention names. I'm not 100% familiar with doujin rules but I'm under the impression that anything is fair game as long as it's derivative and doesn't 100% copy large portions someone else's game. ZUN repurposed the images, that's all. Also at the time AliceSoft was still doujin and not a full-fledged company like it is today so it probably didn't matter all that much. The only point I would even argue is calling him a "hack." A hack is someone who advertises a service or sells a product which they cannot competently perform or produce. With ZUN, no such claims or expectations are laid out in his games, Music CDs, etc. which is also the general attitude of the doujin scene.

I don't know much about Chrischan, but if he operated in the same manner, he also wouldn not be a "hack," but just a poor artist. However, the reason why people are so fixated on Chris has little to do with his art or his originality, and much, much more with him being a lolcow. ZUN's reserved, humble, and supportive demeanor have an opposite effect (if you're going to ask for a source, just read touhouwiki interview translations). Most people are fine with artists who only "steal IP and put a mildly personal twist on it." And that is really on the only commonality between the two people you compared.

From what I can tell, the first 5 games ZUN made were more like student projects than an actual starting point of a franchise. As a result, they're full of references and cameos of shit he liked. But after EoSD the majority of blatant references and borrowed characters pretty much stops with only a few noticeable examples showing up here and there. The other more strained similarities are, if you think about it rationally, indeed coincidences.

Games like PCB, IN, SA are still his best works and the musical themes from back in the later half of PC98 surpass most, if not all of what he's done in the recent years.
I'd like him to bring back branching paths, or actually make different routes/plots that change according to the character, to actually have the games' plot going somewhere interesting, to actually make more use of his absurdly huge cast of characters.
ZUN needs to take more risks, he's been way too comfortable with Touhou recently.

DDC shitters should understand that there's a reason their awful game is the reason why people started complaining about ZUN's absurdly awful (over)use of guitar samples. The OST is absolutely bonkers in a really bad way, and while some themes are genuinely great and quite emblematic (Reverse Ideology, Little Princess, the Exaggerated Castle Keep), it has also some of the worst ZUN tracks ever, and it's the point where the music simply couldn't make it interesting enough to spend time on this game. Tracks like Mist Lake, the Mermaid's theme or even the tsukumonogami's theme are downright offensive because of their dissonant aspect, and Kagerou's is forgettable as fuck.
Do not dare fucking compare DDC's awful OST to the old gems', you'd make people angry. And let's not talk about the awful gimmick of forcing you to go over to PoC to get resources, which is either as easy to abuse as HSiFS's Fall release or ridiculously hard to pull off due to the sheer amount of RNG shit, or the absolutely terrible balance of the shot type (just look at freaking Marisa A or Sakuya B, it goes beyond retardation to say those shot types were suited for this game). PCB for example is a hundred times the game DDC wished it could be, it has genuinely amazing orchestrations and great visuals that are tied to the theme of the game and give a Japanese dream-like touch to it.

I think the biggest problem Touhou fans have with ZUN reusing ideas from other places is that certain autists have become so embedded with their Touhou waifu that they couldn't possibly fathom that their waifu is just a rip-off of something else.

For instance, take 4chan's most adamant Touhou autists. What would KOG do if he found out Cirno is nothing more than a reskin of an ice maid and that Cirno's outfit comes from an American 90s cartoon? Or what would Reisenposter do to learn that Lunatic Eyes is another blatant rip-off? Not to mention Reisen's overall design isn't exactly "original" as she is very similar to some of the bunny girls from obscure places as well.

People need to get over the fact that ZUN rips off *ahem* I mean "is inspired by" other forms of media and learn to accept the characters they have become.
