Comedy is a very much dependent on the cultural expectations. Japanese comedy works well for the Japanese, and because of Galapagos Syndrome, it is particular in only needing to work for the Japanese, and it is not widely exported as other Japanese cultural outputs.

Therefore, kids in the West don't grow up with unlocalized Japanese humor, and therefore are less likely to "get" it in the way they intuitively get most Western humor, yet alone appreciate it.
