Cirno is actually quite accomplished for a fairy. If she doesn't get discouraged, and keeps trying to improve herself, she could wind up among the elite, even among the general youkai, in a few thousand more years. The pesudo-immortality that faries enjoy can, given enough time, potentially produce some incredible results.

Not at all. Most fairies don't even care about getting killed, as they just reappear shortly thereafter. It's hard to be motivated to learn anything when nothing can actually harm you to begin with. Thus, any fairy that actually tries to learn something is already in the upper tier, as far as fairies go. Again, it's all about persistence and having lots of time.

Bland, forgettable, level 2 (i.e. easy) boss of EoSD. I never saw any appeal in her--other stage/boss songs, danmaku patterns are more interesting. The fact that she is so popular regardless is amusing and illustrative of the power of stupidity wrought by fanon.
