What irony? He tries to emulate the drawing styles of manga without even knowing how proportions work, he tries to be funny by using characters (HURR Touhou, HURR Vocaloid) and themes (HURR armpits) which have been already ran through the ground by Japanese artists long ago. Did you know? Most of the drawing styles used in mangas are nothing short of your regular art school fare, except stripped of of all the nonessentials. That's why mangaka usually draw preparatory sketches before tracing and inking each panel. So, yes, however big the heads and multicolored the hair may be, you are to get the basics of human figure down before drawing something that doesn't look like the scribble of a middle schooler.
