that's a group of reinactors in South Korea reinacting the old Korean Police, kind of like how in the US there are civil war reinactors.

The leader with the beaded hat rope is the Judge and Chief of the police force.


I am sure Japan also has historic reinactors, but it is probably not a very common sight except around holidays.
