Sounds like a good idea (killer isicles from space) except they'll break apart INSIDE a standard mass driver and damage it. Also if the target has an atmosphere, it is likely the ice would evaporate like on a comet on entry.
The chemical composition would create a beautiful light show, but the impact which causes damage would be from the metal inside.

The coupling is electro magnetic, not electrical charge - so there's no charge to transfer from the outside to in. Of course the projectile might have an electrical charge (negative or positive) compared to the target as well, but I don't think there would be enough to actually see any effects. The coil gun stimulates a magnetic field, but not charge.

No biggie. Most anime with "rail guns" in them actually have coilguns anyway, or some other gun which magically works.

This got me thinking more about electric potential still, so it gives me some ideas.

As an aside, I have some training with directing and hooking up cargo to helicopters. The first thing we do before touching the hook is to ground it with a wire - the helicopter builds up some electrical charge which seeks ground. Nice to know in case you want to play James Bond and enter a helicopter before it has set down on the ground - also watch your toes.
