I dont recall that ever being the case. Allowing fangames to be sold on Steam and whatnot is a new thing but even when it was just selling them exclusively at Comiket doujin circles have always been allowed to make money off their work.

While it may be true that some doujin content does technically infringe on copyright (though neither law enforcement nor the copyright holders ever enforce these laws), this is not the case for Touhou. ZUN gives his express permission to use his intellectual property in this way so as long as you do not break the rules in his guidelines (which are effectively his terms an conditions that you are agreeing to way you create fanworks) then fan creations of Touhou do not infringe on any copyright laws.

It just depends on how you feel about Mystery Dungeon-style roguelikes. I think it's one of the best games in that sub-genre, but it's not going to appeal to everyone.
