Game hasn't really gotten enough serious play for tier lists to come out. Just play as whoever you want. Usually when you play someone online you play against the same person 10 times in a row or so, because its more efficient than trying to find a new opponent, so typically you should have a handful of characters you play as. The controls are essentially the same for all characters, you just need to learn how their bullets/attacks differ and how their spellcards differ.

In my experience, Marisa shouldn't be that high, Yukari has enough favorable match-ups to put her higher, and how good Suika is depends solely on the player (just like in IaMP).

But otherwise, yeah, that's pretty good, and having the range be only 7% means it's pretty balanced.
