Because in the other routes he's more obsessed over mana transferring with Saber/Rin. That and the fact that Zoken only shows up in HF, so he only really gets an idea of how truly screwed over she's been there.

The second route is doesn't commit to the principle, but does not deny it either. The third route is where he throws it away. There's the whole why Nasu intentionally made people go through those routes in order and how that is actually three iterations of the same world repeating is... let's not get into that.

OP here. I hate HF pretty much totally because you can't save Saber, or much of anyone. Everything else is Serious Business that I don't care much about, and I'm surprised this many people on 4chan do.

You seem to be pretty confused, so allow me clarify some points for you.
In the beginning Shirou had this "ideal" even though if you payed attention you should've noticed that it's actually a "curse" created by himself.
Why ? Because he feels guilty, fucking guilty, for being the only one to have survived in that fire, and he feels like he has to make up for all the lives were lost that day.
How ? By being like the person he saved that day, an hero to his eyes, and never allow anyone ever to die.
In every of the three routes he frees himself from this curse in some way.

During FATE's route Shirou finds himself able to stick to this ideal, to try and save everyone, and thanks to the events that he witness he find himself finally free from the curse and can embrace the ideal as his own.

During UBW's route Shirou faces one of his future selfs, he faces the person that would realize the hard way that such ideal cannot be realized, and the best he can do it is to make sacrifices.
Initially he rejects that story, he rejects Archer, to the point that even Archer himself begin to doubt his reasons, but the events during the route bring him to the conclusion that his ideal is not possible, so he accepts the new ideal of saving all of those he CAN save.

During HF's route Shirou witness first hand what Archer told him about, and in the worst of the ways.
He CAN'T save everyone, he can't save both Sakura and the people the shadow would end up devouring.
By his ideal he's fine to sacrifice HIMSELF, but not others.
To kill Sakura is to embrace Archer's future, and to make a choice is to free himself completely from his chains and guilty feeling.
