The basis behind the chart is "who has the higher chance of defeating the other without situational constraints and going solely by ranks, parameters, and statistics." That's it. It's the best we can do, thus, we've done it, and the chart is damned good at its job. Other characters obviously have the potential to defeat beings higher than them on the chart, it's just that the odds are against them, so that's why they're lower.

It is likely because there is so little evidence to go on that the question of formulating powerlevels is challenging and fun. If the game were all about powerlevels, then everyone would figure out their own DarkDrium, GigaSlash their way to all the content they wanted, and forget it forever.
