Alright time I shared a headcanin I've got for MGE:

What if there's a University College Town, as in a city built around a very famous and prestigious (or even peerless) school/college/university. Basically just like real life Oxford University and the city of Oxford which is a city built around the famous and prestigious school. And let say this university is indeed very famous and prestigious because of the studies, education, sciences, maths, history, engineering, the magical arcane arts and many other fields of knowledge that is taught in it and it's teachers/proffessors are also said to be peerless aswell. Because the university that this city is built around is so famous and often requires expensive and high tuition fees, this city is likely a wealthy and even opulent metropolitan inhabited by both students of the university and wealthy rich folk. Again, the reason for that is because university itself has high tuition fees for the quality of education it provides which mostly a handful of middle class and only the rich can afford, therefore wealthy folk and some middle class people are the likely inhabitants of this University Town.

Also this University Town throughout history has always been a neutral state and has never been truly involved major military and political conflicts. Because of how much this University City takes pride in its education college, plus opposing sides in any and most wars have been aware that to drag this university and the city that is built around it is detrimental and counter productive. As no one ever wanted to bring such a prestigious and historic college and the city built around it to ruin, so throughout history opposing sides have mostly left this university and its city alone and respected its neutrality and even "sovereingity." Even to the current days and era of this monstergirl city this University Town is still considered politically neutral. It is not under the rule of The Order in any wat though governing body of this University Town does allow the worship of the mainstream Order Faith through secularism. And likely Order members, Order Hereos and parts of the Order's leadership and heirarchy have attended this famously prestigious college as students, graduated and received their diplomas there.

Lastly as of the current era, monstergirls are now also students and inhabitants of the University and it's city. The monstergirls; including the Demon Lord's side, also recognize the neutrality of this prestigious Univeristy Town. Though they recognize the neutrality not out of respect but simply they are in no current interest or hurry to take over and assimilate it to being pro-monstergirl. As of now only "normal" and non-corruption monstergirls attend the college as students and also inhabit it's city. And its safe to say this University Town not only allows and tolerates monstergirls enough, it's also well aware of corruption and are cautious and wary of dealing and trading with monstergirl merchants, Danukis and merchants who're recognized as pro-monstergirl.

... And one more thing, perhaps, the dean of such a university would probably be monstrously busy. Ensuring the safety of students and faculty, meeting with department heads, parsing through actual donations and what are clearly bribes that would jeopardize the universities image of neutrality, ensuring faculty are as impartial as possible and navigating the complicated web of social ties the professors themselves have weaved.

An interesting headcannon, but it doesn't work too well in the setting of the MGE. Or rather it raises a number of questions if left to only your current description. For instance:

1. How could a city outside of Zipangu have managed to avoid military conflict "throughout" history? Monsters of the previous age ravaged human societies without any concern for things like neutrality. And the chief god aligned gods certainly would not have wanted a place where people could advance their magic and scientific knowledge unimpeded for century after century.

2. We already have the "Scholarly Mamono Realm State" Polove, plus Runya and Shirokuto's sabbaths. Given the superior resources of monsters and mamono realms, whether it be time available (thanks to their lifespans), energy sources available (thanks to their mana), innate skill with magic or (gremlins) technology its hard to believe this largely normal human-ran place could be "peerless" in many areas.

3. The Order has areas of magic and such that it considers absolutely forbidden to delve into (namely research into the mechanics of heroes and what they are). Unless this city had a similar restriction, its hard to believe they would tolerate it like this.

Humans certainly contribute a great deal to knowledge in the setting, but generally the greatest accomplishments come when monster and human cultures merge and take on the best aspects of each other.

Well let's just say this College University City is rather human centric but is egalitarian, secular, neutral and liberal enough to have "normal" Monstergirls live in the city and allow them to attend as students and there is the uncommon Crow Tengu or Hakutaku Teacher(s).

Generally monsters give birth to the same kind of monster, them starting as human women probably refers specifically to their origins rather than saying they only exist as monsterized humans. If pharaohs give birth to pharaohs, and roper will become able to give birth when they need to, then dark mages most likely give birth to dark mages.

Its noted elsewhere that dark mages don't gain monstrous parts because their inner nature was already so close to that of a monster, essentially identical, that monsterization caused no visual change (aside from enhanced beauty and perhaps their eye color).

That said, dark mages do still have the durable body and superhuman sexual abilities of regular monsters, and of course their mana is that of a monster (and the mana type that is produced is what defines monsters in this setting).

Well Anon, I don't know how to tell you this. Wait yes I do. You're fucking dead. Late at night while you were walking home you came across a damsel in distress being assaulted by a bunch of drunken ruffians. You rushed to her defense and ended up with a knife in your throat. As it turns out running in without a plan is a really bad idea. Who knew? Clearly not you.

Anyway you awaken from the cold slumber of death to find out the damsel in distress is not only covered in blood but is also smiling so smugly you swear her lips are about to tear. She explains she is a vampire and that she trapped your soul into an incredibly expensive amulet turning you into a pseudo-lich. She explains that if you ever take off the amulet your body will immediately drop dead again. So she gives you a choice. Die or pay for the amulet with centuries worth of service as her butler. You don't really have much of a choice otherwise so you accept.

You get taken to her castle and over the next few months you get to know some of her house guests.

You first meet your coworker a sweet werewolf with an amulet strikingly similar to yours. You spend most of your first day with her learning the ropes. You eventually decide to press her about the amulet and she explains that like you she's working to pay off a severe debt to the mistress. However unlike you she isn't dead. Rather the amulet keeps a few problematic skin conditions from surfacing. You eventually find a mouse hole you propose to get some mouse traps. However she begs you to leave it to her and not to tell the mistress.

While cleaning in the gargantuan library you spot a top heavy woman in star spangled robes. She's on a ladder 50 feet in the air pulling books from the shelves, but while descending she loses her footing and falls. You run over to help but realize just from looking at her body that her neck is broken. You panic and can't decide what to do, but she sits up, and fixes it herself with a" KRRK." You ask if she is alright. She brushes it off, but thanks you for your concern. She's already dead so it's not like a little fall could cause her much damage. You return to your cleaning only to see her once again fall and break her neck. You decide to assist her but she only manages to instead just fall on you and almost smothers back to death with her massive mammalian mana tanks. She apologizes and tries to laugh it off, but you feel she's more than a little embarrassed. You spend the rest of the day helping her with her research and being crushed under the weight of her breasts.

The next day you are asked to prepare a meal and take it down to the basement laboratory. As you enter you find that it's so dark you feel like you're suffocating. You wander around a bit, setting the meal down on table covered in alchemical equipment. You hear something moving in the dark and whip your head around to see an empty, shadow-stained corner. You call out into the darkness but get no response. The door suddenly slams shut, and takes away all but the light of the bunson burners. You hear more movement, like skittering scraping feet. You try to find the door, but your hands only grasp the empty void. You feel something brush past your foot and suddenly your violently wrapped up in the chitinous body of some kind of oriental bug woman. Her eyes are blood shot and she has massive black bags under them. Unable to move she interrogates you. Who are you?!? What do you want???! Who sent you!?!? Are you a spy from the guild?!?? Why aren't you answering me???????? You try to explain you're the hostess' new butler but she doesn't buy it, squeezing the life from your lungs. The sound of hissing fills the air and she skitters off into the dark. You spot her in the light of the bunson burner as she seems to be hard at work measuring fluids. She instructs you to bring her the meal. After feeling your way around in the void you find yourself back at her side. She then instructs you to feed her and you end up spending the next 20 minutes giving her spoonfuls of stew while she works.

As you get better at handling the chores you find yourself with more and more free time. Who do you decide to spend your time with?

Well I like your prestigious aspect, because it lends more credibility to your neutral zone ambitions, I feel like it can be a bit of a barrier to lower income or people from less prestigious areas

Personally I've head canoned my neutral zone mamono college idea too. It is more of just the big state school in the area such as how Oklahoma has OU etc. etc.

There is certainly academic prestige to these institutions depending on the degree, and plenty of intelligent people and mamono pursuing PHD's etc. but what gives the area neutrality is it being a huge access to education for all walks of life. I like the idea of a college that provides rigorous academic paths as well as nice simple cruises for the less intellectually inclined or the people who don't want to pay out the ass for an arts degree.

Also, there being rules against outright rape (which monsters circumvent quite often) and involuntary monsterization. If it was allowed to happen it would have to be extremist handing out pamphlets and picket signs about the pros of monsterizing today! Just a few checks and balances to outright stop the realm from being converted in to a demon realm. I also head canon that the general influence of the MG mana would add an air of calmness, fun, and a bit of sultriness at times.

The city itself would be more like the college town I went to. It was a sweet area with rivers and a lot of forest trails. The town population was basically divided by the highway, on one half of the highway you have the the regular adults that lived in town and the other half would be 90% young college kids and mamono. On the college side you'd have the river running through town and campus with bars, restaurants, parks, forest trails, etc.

In between the studies there would be all kinds of social activities due to to the fun nature of the town. You'd have your college ragers, your bar crawls, and your kickbacks with the homies and a few succubi that live next door. Of course you'd have your clubs, sports activities (which would be hilarious to watch have the co-ed rec leagues dominated by the athletic MG), and just general social activity in between classes. Over all it would be a comfy college that would provide for all sorts of academic types at a reasonable cost.

And of course if you can't necessarily afford the studies and can't just simply get in on merit alone, the Tanuki student loan service is quite convenient. Just don't read the fine print. It involves either the natural course of a Tanuki courtship or you being forced to make matchmaker with other MG including wealthy CC alumni that fund the loan program
