That's not how it works. If you're and administrator but don't have the power to arbitrarily change the rules or kill people, you're not a dictator no matter how much of a sociopath you are.

Yukari is a dictator, and she does have the power to arbitrarily change the rules and kill people. I mean, she's already killed countless people both inside and outside Gensokyo. I doubt any Human Villagers ever agreed that they would be killed if they transformed into a Youkai. And the spellcard system was implemented without the consent of anybody expect MAYBE the Hakurei Shrine Maiden.

At best, you might argue she has to share that power with the other sages. But that still doesn't make her any less tyrannical, and the sages regime any less dictatorial.

My point was exactly that she's not doing it alone. You can say Yukari+the sages is a dictatorial body, but by herself she's not a dictator. Although at that point we'd just be arguing semantics, and I guess calling a member of a dictatorial body a dictator isn't exactly wrong either.
