Some of these are a stretch. Yukari isn't the only character in fiction with gap powers, and the second one is an Agatha Cristie reference, not an EoSD reference.
Also, the ai mai mi one wasn't in the article.

The question is weird if you think about it.
It's like asking "is Reimu really touhou?". It doesn't make sense because reimu is a character from the videogame series called touhou.
She can't be A videogame. The concepts aren't comparable.
The real question is then, are yukkuris a part of whatever touhou (in a wider sense) is or has become.
Not in first instance, but in a secondary fan-sense it is a part of touhou in my opinion.
Especially when they are yukkuri version of touhou characters like in Pani Poni Dash or Natsu no Arashi.
Is a random yukkuri of a non-touhou character appearing somewhere a touhou reference. I think I don't actually care. I will associate it with touhou.
